Qualified Applicator License (QAL) Issued by the California Department of Pesticide Regulation (CDPR), this license certifies that you're trained and qualified to supervise or perform commercial pesticide applications. Pest Control Business (PCB) License Also issued by CDPR, this license authorizes your business — not just you as an individual — to operate commercially. Think of the QAL as your personal credential and the PCB as your business credential.
County Agricultural Commissioner Registration California requires pesticide applicators to register with the Agricultural Commissioner in every county where they perform work. If you're spraying in 3 different counties that's three separate registrations.

Between N-Number Registration, 44807 and Part 137 you're looking several months. If you're planning to do this next season now is the time to start filing.
